This one’s a real toughie, right? They ALL did such a splendid job, each in his or her own way. After 2,400 years people still speak in awe of "the glory that was Greece." And only good things can be said, propaganda-wise, about ALL others on the list. But for our money, George W. Bush wins hands down because he, in a supposedly free society, one ruled by law not men, and one with a codified balance of powers, not only pulled off a coup to take power but convinced an entire educated country that preemptive war was a good and necessary thing. Neither Mao nor Stalin, at the height of their propaganda, managed that level of brain-washing.
